Balasore: In a shocking incident, a youth was stripped and his head tonsured by a shopkeeper here. You will be shocked to know the reason behind this torture. He was tortured for allegedly offering to pay the shopkeeper in coins.
The man, in his complaint lodged at Industrial Area Police Station alleged that he even paraded him in the streets after tonsuring him. Astonishingly, the persons standing there were mute spectators to the whole incident. Many clicked and video-graphed the whole episode but no one cared or dared to stop this torturous act.
